In any situation a complacent is responsible for theft?

Let's say somebody left the keys in a running car, and somebody drives off to steal the car.

Nucleus, I too thought you were going to equate the car analogy with a woman not covering all of her skin and therefore tempting men to take her.

Why? I asked this question on my FB, and people simply responded it is thief who is responsible.

Another thing, tempting is not an excuse for theft, so how it would fit into that?
