Or perhaps he's speaking from his observations in other parts of Europe, since French Muslims, who have never experienced any type of government multi-cult program comparable to the UK and continental Europe, are far more moderate than their coreligionists in other nations.
Every poll I've seen shows that French Muslims are more ideologically assimilated than British Muslims, and that's despite every socio-economic factor favoring British Muslims for assimilation over French Muslims.
So, is Sarkozy's assessment correct? Is the answer to growing Muslim populations in the West to treat them like they were White from a Christian background, rather than adopting special laws for them and attacking anyone who would dare to strongly criticize their actions?
We've seen British citizens fined and arrested for speech against Islam, with fanfare from Muslim loons on this site, that would pass without a whimper if their targets had been Christians or Christianity or Whites, but what has come of this policy? Four suicide bombers and countless other terrorist attacks/plots.
Clearly British Muslims aren't radicalized because of racism or injustice they've faced. Older generations who actually experienced that in the 60's and 70's are more moderate than the younger generation. So why should Britain continue a policy of appeasement where they throw away their own civil liberties just so a particular populace can hate them even more?
Some in Britain have recently acknowledged the hate spewing forth from Britain's Muslim population. But is this too late? Why not address Muslim antisemitism, Homophobia and distrust of non-Muslims just the same as the government would if Whites were shown, poll after poll, of expressing hatred of certain groups of people?
Certain politicians would be expected to address the issue of White British citizens - I can' imagine Ken Livingstone or Galloway not making this an issue in a speech to raise awareness. Yet, virtual silence over this matter for the past two or three decades when the reactionary views of British Muslims were and are widely known in British society. Worse, anyone to come out and acknowledge and confront the hatred would be branded a bigot.

Prime Minister David Cameron last month pronounced his country's long-standing policy of multiculturalism a failure, calling for better integration of young Muslims to combat home-grown extremism.
German Chancellor Angela Merkel, Australia's former prime minister John Howard and former Spanish prime minister Jose Maria Aznar have also in recent months said multicultural policies have not successfully integrated immigrants.
