It was created to tell non-Muslims how to behave during Ramadan so as not to offend the majority.
A possible reason it features an ethnic Chinese woman is that in Malaysia an ethnic Malay is automatically a Muslim.

Mmm I don't know, you could have used any nationality really. But it gets the message across in a slightly tongue-in-cheek manner, which is better than scaring people to death with other ways.
