Will they accept MCSE certificate for VISA?

depends where you come from.

i'd attest both your highest eductional qualification as well as the MSCE certificate. if a high school diploma is the highest "formal" qualification you have then have that attested.

depending which country you originate from, a high school certificate can be enough to get you sponsored for a work permit.

strictly speaking the MSCE is a industry quailifaction.
