I am moving to Dubai in the near future and want to get an education, but hear you've got to watch coz anything goes over there. What is the best IT colleges and does it cost much???

If you are studying for an official certificate with standards set by Microsoft or Cisco, then it should be fine. As with any country, you can find education programs that have low standards or poor quality.
Did you try an internet search for those programs, putting Dubai as another key search term?

Yeh but there is so many colleges/uni's. Was wondering if anyone knows of anyone at a college or uni that you could recommend

Well, it isn't really colleges and universities here offering those kinds of certificates, it is education companies...
