Thr following story, which I read today in Khaleej Times, prompted this question.
Flurry of Calls to Adopt 16-month-old Abandoned Boy

SHARJAH - Many UAE nationals and expatriate families have shown interest in adopting the 16-month-old boy found abandoned in the washroom of Al Sahaba Masjid in Sharjah, following a Khaleej Times report on February 2.
Afaf Al Amiri, Director-General of the Social Welfare Department of Sharjah, said more than 50 people, both nationals and expatriates, have applied for adopting the boy. No one had turned up until Thursday to identify the child. “We couldn’t get any information about the child’s family, as he is only 16 months old and can’t talk. The boy is receiving treatment, as he is scared of everyone. He only says “mom” and “papa” in Arabic,” the official said.
Al Miri confirmed that the baby was not lost or missed, but was abandoned by the family for unknown reasons.
The medical report shows the boy is in good condition and healthy but scared to be in an atmosphere he is not familiar with.
The department has received a large number of calls from people and some have already applied for adopting him.
The Children Welfare Committee, which was formed recently to study the case of children who had been denied welfare rights, will study the applications and select the best family based on the social and economic conditions. Until these formalities are completed, the boy will remain in the shelter for the elderly in Sharjah and the search for his family will continue.
To avoid social problems for the boy in the future when he is in the school, the name of the adopting father will be used in records.
If the child’s parents showed up and agreed that their son to be adopted by a family, then the boy’s own father’s name will be used in the records.
