The standard Modus Operandi would be to set up a shadow property corporation that markets shiny new towers that will never see a single concrete pour in an area of the city where it doesn't actually own the land and produce lots of glossy brochures with nice 3D images of leafy communal areas and floor plans of hugely exaggerated apartments.

Then sit and wait until someone comes along and offers you lots and lots of brown envelopes stuffed with cash to secure your imaginary sky ghetto for another front company in India or Pakistan that needs to wash its cash...

Then you can afford your own permanent parking space at Terminal 1, where your BMW can reside in dusty splendour until Dubai police tow it away as you catch the rays on the deck of your yacht in Monaco.
