I think it's a high rise owing to the Mumbai space crunch. Not to mention the higher you go the better the views get. Talking about practicality well there will support staff of only 600 people!!
Besides it hardly seems like it'll be a house for just 5 people. It seems more like alternate headquarters. The new power center of Indian business and politics. The man is ambitious no doubt about that. And considering the various companies he holds right from Asia's largest oil refinery, to petrochemicals, to sports, to offshore oil drilling etc etc. he would need to accommodate sizable support staff too. And this is just him, we haven't even started with his brothers and sisters, all of whom are independent of the parent company yet control equally humongous businesses. So it kinda makes sense that the family has one large center to carry out all their activities. Especially considering that more high profile people meet him than heads of state, and he hosts more guests than 5 star hotels. If there was Oligarchy in India these people would be oligarchs.
That said the people of the country have great regards for the family. His father was one of the first men to fully utilize Indian capital markets, in the process creating loads of wealth for all their investors(millions). I can testify to knowing many people who've become millionaires merely by purchasing his company shares. So there you go. Of late his investments have been taking a beating, but that doesn't matter, he virtually controls the entire political establishment. As probably every major politician wets his beak in their gravy.
Keepin all that in mind I hardly think the venture is impractical.
