It’s more complicated than that.
You need to get an import permit first from the country that you will be taking them to. This you'd have to apply for and get from the country’s department of agriculture and quarantine. On the import permit they would specify what conditions have to be met before they will allow the import of the animals into the (receiving) country.
Fennecs are classified under CITES as a category 2 animal (look it up on Wikipedia).
Once you have all the permits from the receiving country you then have to have all the permits issued by the department of quarantine of Dubai UAE.
Exporting non-domestic animals is not a simple process - sometimes even domestic animals pose a problem. if the rules are not followed the animals can be impounded/ quarantined and destroyed on arrival!
