My guess is no.
Not sure why some traffic lights at the busy intersection turn so quickly. The ones at Trade Centre roundabout from Jebel Ali heading to Bur Dubai, Oud Mehta Road from Pyramid Centre to Karama, Al Futtaim Plaza U turn, Greens heading to MOE ...
Quite frustrating.

Some do, some don't.
Lights at busy intersections such as the one you mention usually run on a timed circuit.
Other I have noticed use an electrostatic magnet under the roads, such as the ones on the intersection of beach and Al Soufah roads.
Like the rest of Dubai, I don't think there's any rhyme or reason to it.
