you can get this item for 2500-4000 AED W/o installation. Once heard about some guy somewhere in SZR Who does the installation & sells the item too.
However, why not use a laptop with a car charger kit & stick it to your dashboard that bearing the expenses of installation. Like the police have these days.
Alternatively, either you can build one yourself if you know basics of electronics, or just use a End terminal machine ( BOSS/SQUID Terminals ) & replace linux/unix with windows.
Interesting project and in about time, it will be a trend and business in Dubai, i guess.
