Best Auto-Loan Rate

Hi all,

Any idea which bank is offering the best car loan rate for USED cars?
so far best one i found is CBI (commercial bank international) for 4.25%, upto 60 months, but you must give a 10% down payment.

also, any feedback / opinions on the volkswagon passat 2.0 2007 model?
