I think 2020 is too far from now to think about this and by then it will automatically reach at some high, so need to worry about the rent or properties price in 2020 at this time only. If you have some money then you can buy some properties now as an investment and it will definitely help you.

Hmm, its a difficult topic but when you consider the impact that expo 2020 will have in terms of infrastructure and transport they do make sense. check out this article which explains it.
