Need UAE IP

Hello, For some reasons I want my IP to be seemed from UAE, so that it seems that I'm in UAE. What proxy server shoud I use? Thanks,

proxy.emirates.net.ae 8080 but i dont beleive its open (public) you will need an etisalat account credentials.
