I think it's a good idea: taking advantage of all Dubai's excellencies like logistical infrastructure, air connectivity, access to wealth, being listened to in the arab world as a leader in development, proximity to humanitarian crisis/development areas: 4-5 flight hours, 70-80% coverage in all directions, ITC infrastructure, Media infrastructure, learning / knowledge creation, access to markets, etc, etc....
